How do you set programs to open on the center monitor of a three monitor setup.

On my windows 10 computer with three monitors, every time I open a program it always opens on whichever monitor is on the right. I have set my middle monitor to be the primary but it always opens on the rightmost monitor. If I use "Rearrange your displays" to put the rightmost monitor underneath my primary monitor, than programs will start opening on the primary monitor. But as soon as I put the secondary monitor back to the right side of my primary one, programs start opening on the secondary monitor again.
