How do you remove a app from Settings-> Apps -> Installed Apps if all files from that program has been deleted?

So i havee been trying to uninstall this app from my pc but the uninstall option under Settings-> Apps -> Installed Apps did not work, so i went to uninstall all files from that program my self which i did but now the program still appears inside installed apps but it wont let me uninstal because of the error message: windows cannot find ' program.exe '. makes sure you typed the name correctly, and try again. I have tried restarting the pc after i uninstalled every file and it still appears, and the weird thing is i have tried the same thing before just with another program. so now i wan
