How do you launch the Windows 11 ISO when it will not boot from USB?

I have a Dell Laptop E6420 running 24H2 Windows 11, but I can't seem to reinstall Windows 11 from OS issues. I also upgraded the BIOS from A06 to A08, and I most likely will revert from booting problems. I downloaded the ISO from the official Microsoft website, ran it through Rufus, and tried to boot, but keeps having errors (Beeps) when it says 'click any key to boot from USB'. Is there any answers to this big problem?
