How do you change the background on the Windows sign-in when you first turn your computer on, or after hibernating?

I've seen this question asked and answered many times, but most of the answers don't apply to the question, and the ones that come close don't work.I would like to know how to change the background on the screen that first appears where you sign-in when you turn your computer on, wake it from hibernation, or wake it from sleeping if you have it turned on to require the password?On Windows 10 there were different scenes that would appear each time you needed to log on, and you could select if you liked them or not before signing in. I would like to implement that on my Windows 11 computer, but
