How do you change the ADMINISTRATOR account lockout policy in Windows 11 HOME?

My 1 and only account on my laptop (the administrator) keeps getting the "This sign-in option is disabled because of failed sign-in attempts or repeated shutdowns etc" message after make a couple of PIN mistakes here and there or have taken on multiple updates throughout the day (in turn leading to so-called 'repeated shutdowns'). This locks me out of my laptop for at least 2 hours or forces me to sign-in using my Microsoft account's password - which is not ideal considering I have set up a PIN on my device for a reason.I have tried very hard to find a way to alter the account lockout policy o
