How Do I Update My PC when the update doesn't work.

So first my PC says it needs to update, then when I click on "Check For Updates" , it says "You're up to date" at the top, and below that it says I have to update my PC. And there is NO option to update my PC. If there is ANY way I can fix this OTHER then resetting my pc (NOT restart, I mean resetting in recovery options).
