How do I transfer a windows key to another Microsoft account?

Hello!I had windows 10 already activated on a prebuilt computer. After upgrading my pc, I used all of my old/leftover parts to build my sister one. She now has windows activated on her pc, I am assuming it was linked to the motherboard. It says it is an OEM license, but under the activation tab in settings, it says “windows is activated with a digital license linked to your Microsoft account.” When I went to buy a new license for my new pc, it says I have one already activated for her pc. How do I transfer the license to her Microsoft account so I can buy my own product key?&nbs
