How do I to stop Mouse Keys from enabling on start up?

I have had a problem for some time now that Mouse Keys would seemingly randomly enable itself automatically, even though the keyboard shortcut is disabled and has not been pressed. I recently worked out that during startup, if no mouse is detected by the system Mouse Keys is turned on automatically regardless of any setting I can find. Is there a way to disable this functionality? I understand how it was reasoned to be useful but it just creates a lot of headache for me to go in and turn it off or reboot with it plugged in.Thanks.
