How do I stop this PIN creation thing?

I have no clue WHY this keeps happening, but the window never appears, and I can't reach anything to stop it. I am at my wits end here, and think a factory reset maybe my only way to stop this. I can't access ANY menus from when I turn my pc on, so I have no idea on how to fix this.
