How do I stop the screen brightness to increase whenever I play a video in full screen?

Windows seems to have a bug in which when I select all energy saver options it understands that whenever I put a video in full screen that means that I want the video to be displayed at 100% brightness, this is silly, how do I stop this? I am using a Tablet PC with a Intel N6000 Pentium silver chip and windows 11 from the factory, the only GPU is the iGPU of the intel chip, so it isn't a problem with the drivers.
