How do I stop my computer from syncing with my nieghbor's smart phone?

I just did a complete and full reset of my desktop PC. While loading programs into the computer the notification window came up that my computer was syncing with a smart phone. I do not own a smart phone and had no idea what was happening. After removing it half a dozen times we discovered that it was my neighbor's smart phone. What do I need to do to prevent this from happening? What can I do to block all devices from syncing with my computer? My computer does not have an on/off switch for Bluetooth so that is not an option. Actually, there is a Ralink Bluetooth PCIe Adapter on my computer. A
