How do I solve the 0x80070005 windows 10 Pro update error code.

Hello Dear Microsoft Community I hope you can help me.There is a really strange setting in my PC.So when I go to "Services" ----> "Windows Update" ----> "Properties" its turned off and when I want to change this it says "access denied" even though I am the owner and admin.Any help would be great thanks.
