how do i sign in with pin unavailable?

i attempted to do a clean boot of my laptop but something went wrong and i'm not sure what.when i start up my laptop it says "Something happened and your PIN isn't available. Click to set up your PIN again.".when i select 'set up my pin' it says "You need to install an app for this task.
