How do I set up new laptop without it syncing files from my old laptop that I still have?

For context, I have an old XPS 13 that I used for college and bought a surface pro and want to keep them completely separate.When I set up the new one, I logged in using my Microsoft account (as prompted when starting up a new PC) and it was fine until I opened OneNote and suddenly all of my old PC's files were downloading on my new one.I had paused the sync, unlinked my new laptop on OneDrive (via the new laptop), and then ended up doing a cloud hard reset on the new laptop.
