How do I select an image that I pasted into Paint (not Paint 3D)?

When its first pasted in I can move it around and adjust the size but after I click off of it I can no longer move it around and such. Also, where are the layers??I cannot find an appropriate topic for this question too, there's Sticky Notes but not Paint?
