how do i reset my laptop

I hold shift and click restart the click troubleshoot then reset this pc then remove everything then local reinstall then fully clean this drive then it just takes me back to the same login screen where it says “Your PIN is no longer available due to a change to the security settings on this device. Click to set up your PIN again.” But when i do that the screen then goes black and says “The User Profile Service failed to sign in User profile cannot be loaded.”
