How do I report an issue with Windows that allows me to Deadlock the OS without using CPU cycles?

I have a winforms net4.8 application, which I have inadvertently managed to deadlock windows so hard hard, that even tho I have a 10 core machine, it is fully unresponsive.The clock is dead, the KB is dead, the mouse is dead, and the cpu never heats up (BIOS fans never kick in)Even within a debugger it is locked.Only way to recover is a hard power off (Even the power button actions are dead).I do not want to give more information until I know I am talking to a proper MS contact.
