How do i remove the Locked Account from the computer i can't sign in anymore and i want to either delete it or remove it.

Basically i created this account and when i signed up in i wanted to log in to my microsoft account but it showed no connection so i restarted my computer and boom it was locked i couldn't reset the password or add any email or phone number because 1. i have no connection 2. normally when i set up windows 11 it does this but it didn't and 3. i had no email or had the ability to add another account. so i need help
