How do I reinstall SHELL32.dll after it has gone missing from executing a "restart and repair" from a notification?

[Windows 10]

I already went through the basics of running the cmd prompt as an administrator and entering chkdsk /f, sfc /scannow, and all "DISM.exe /Online /Cleanup" commands with every single one failing. I even tried running a repair from booting it with a copy of Windows 10 on a USB at start up and that also failed. What else can I do to get SHELL32 back so I can run STEAM again and get into my settings. With SHELL "missing" I can't even get into my PCs settings for power/display settings, scan for updates, troubleshoot, etc... all it can do now is open EDGE.
