How do I reactivate Windows on a new PC with a digital license I purchased from Microsoft?

I purchased a Windows license a few years ago and I recently changed my hardware. My system settings are saying Windows is not active with error code 0xC004F211. I clicked troubleshoot and was still not able to activate Windows. I clicked on "I changed hardware on this device recently" and was met with a window saying there were not any devices linked to my account that can be used for reactivating the device im using.
