how do I reactivate my OEM windows 11 pro product key after updating from windows 10 and resetting and enabling the tpm

After enabling my TPM TO 2.0, which shows as operated by a local account and most admin actions are block-including admin startup, my windows 11 pro OS did not activate. From the troubleshooting response prompt i received notice that my OEM windows product key has a problem, error code 0xC004F215. I am the only user and my account type is set as admin and my system is linked to my outlook account. the specs on my computer are as follows : DELL OPTIPLEX DESKTOP, Windows 11 Pro, intel core i5 processor, 16 GB Ram1 TB H, includes dual 19" monitors.
