How do I power off my laptop?, I've tried holding the power button but it does not go off, it's still running

I recently have an issue with my laptop, I switched it on without logging in and plugged in a USB cord connected to a phone , when I eventually unplugged the cord and tried to login to my computer the pin box wouldn't show, all that was there was the wallpaper and the cursor, I've tried to switch it off through the power button but it doesn't go off , all it does is switch off the screen for a while, what can I do?
