How do I obtain a PIN for windows Hello?

I have been trying to open Microsoft Excel but Windows Hello keeps asking for a PIN,, I don’t have one, When I try to create one as soon as I complete the sign in form it either disappears or nothing happens.Any help would be appreciated.
