How do I make use of my other drive.

HI, recently, I noticed my pc started to lag. My C drive is filled up almost all the way, I have another D drive which I would like to make use of. My question is how can I download things in my D drive instead as everytime I download something, it automatically goes in my C drive. How can I also safely move my files from C drive to D drive? Thanks!
