How do I make the 2 hour wait option work?

I have this problem This sign-in option is disabled because of failed sign-in attempts or repeated shutdowns Use a different sign-in option, or keep your device powered on for at least 2 hours and then try again.Now what I did was tried to do the forget password option. But I only have the send code at phone number option. But the phone sim holder is at another country, meaning they cannot receive the code (I'm not really sure about this but I'm pretty sure you can't receive messages if your sim is in another country out from it's original place) .
