how do i make my second gpu work at the same time as my other one

I have just put in another GPU, now I have a powercolor AMD Radeon 5500xt and a AMD Radeon swft 309. the swft 309 it working because I have been using it for a while and also because also when I play games I have the Radeon software up and can see it working. but whenever I check on my other GPU it says the utilization is 0 and everything is 0. I tried to turn on MGPU but the setting wouldn't come up and I don't know how to fix it,. I am also on windows 11 if that makes difference.
