How do I make my accents the color I want?

I'm trying to get my taskbar to be the color I want, but each time I get the color picked, Windows changes it.For example, I set it to #FFE710, a nice vibrant hue of yellow, but as soon as I press [Done], Windows changes it to #837900, an ugly brown. Same for magenta or cyan.
