How do I make it so that windows will stop coming to the front of the screen when I don't want them to?

I've been noticing a weird problem where a window will come to the front of the screen even when I don't want it to. How do I stop this from happening?Here's an example of a situation where this happens: Let's say I have open a window containing a folder with some PDFs Let's also say that I'm typing an email in Outlook, and the window is on top of my folder of PDFsWhile I'm typing the email, the window containing the folder of PDFs will suddenly appear even though I didn't do anything to bring it to the front (interrupting my work of typing the email)For reference, I have Windows 11 Pro (OS b
