How do I make Disk Management recognize all the free space available for shrinking volume?

Hi, I am Sam and recently I tried to create a separate D: Drive to isolate my personal files from system files. Upon trying to shrink C: drive , i found out that it was showing about 3.5 GB of free storage was available to be shrunk, while in fact more than 120 GB was free. I assumed it needed 120 GB for some reason solely for System files and was reserved for C: drive so i emptied some files and got the available free storage to 250+ GB. Nonetheless, upon trying to shrink volume this time , it still said only about 3.5 GB was available to be shrunk. I do not know what the problem is. I defrag
