How do I make a bootable flash drive that doesn't give me an error?

I interrupted a pc reset and maybe somewhere along that line I failed trying to format it. to install a windows, I have a usb iso file but the download tool, I'm not sure how to use it. maybe u can tell me what these three files do that are in the package that I downloaded: setup.exe, memtest.exe, and bootsect.exe. I know that the executable file brings me to a front interface where I can choose to install windows. However, I'm looking for a file or some way to format the hard drive or if not, at least boot the install package on the computer. I was able to get into its bios and change th
