How do i install microsoft dialer version 1.50 into my windows 10?

Hello,i tried littearly for 3 hours how to install dialer of version for windows xp and 2000.i need it for internet calls so that i can contact my family in random time,i searched every website and they dont have it,i wanted to try to copy program in my usb so that i can transfer to my pc,i cant use the dialer i already have becasue the dialer(on my pc)does not have internet call like on my other pc.if is there any solution please reply what is the answer.thank you
