How do i get WinGet/ App installer of my computer completely.

Recently this wingget/app installer has showed up in my task manager and is consuming 13-15% of my cpu power which results in me practically not being able to use the computer the way i want it. How do i uninstall this god awfull program from my computer and make it so it never appears again.
