how do I get to chat with a live person about a billing issue

I bought 2 new laptops with Windows11, newest one was a Christmas gift on December 25, 2024. My subscription says (on Microsoft account page) that it renews on December 25, 2025 for 99.99 plus tax. I was debited for Microsoft 106.99 on February 24, 2025. I want it refunded but I can't seem to get anyone to talk to who can help me.
