How do I get rid of the pop up illustrated below that keeps appearing on my PC Screen?

Every time I return to my home screen I am being confronted by the above pop up and I have to delete it many times to clear the screen, any comments on why I am receiving this message and how to get rid of it permanently would be gratefully received.
