How do I get my task bar to unfreeze?

Sometimes when I'm running my HP laptop the taskbar will stop working, all of the icons are still there but it is impossible to interact with anything on the taskbar (using alt-tab does not work for switching windows and using the trackpad to switch windows/desktops doesn't work either). I've had times where alt-tab does work but instead of the normal alt-tab screen it shows a basic low-res window with the icons of the windows I have open, instead of the normal one which shows the contents of the windows.
