How do I get my computer to boot when I only get black screen and Windows Recovery Environment isn't able to do so either?

I just install two new NVMe M.2 in my motherboard. There were RAIDed. After installing all my programs, and it seems like the last one. I'm asked to restart and that's when Windows will no longer boot to desktop. This is the second time this has happened. I'm starting to think I may have a hardware problem but don't know how to check this without Windows working. Is it possible to use Windows Installation USB to access CMD? If so, what can I do to check if it could be a Windows problem?Thank you.David
