How do I fix Windows 10 version 1903 update to newer version of Windows 10 failure?

I just tried reviving my old 7 year old pc, its currently running windows 10 version 1903, it originally was running 1809 and I managed to update it to 1903 in settings and updates since it gave me the option. Since this is still an old version, I went to settings and updates to try to update it to a newer version and it says "Your not up to date" so I clicked check for updates and it spins for about a minute and then nothing appears.
