How do I fix this?

I've tried to open a ton of my games, however when I attempt to it simply says "Failed to load ____duii___" I tried using cld prompt and a ton of apps, yet they are slow and wont respond, I've tried typing in the start menu, yet it doesnt work, I've tried factory resetting yet it stops me from doing so. I've tried doing troubleshoot and yet alas it still doesnt work, It's like NOTHING is working at all. I've tried safe mode and all the repair tools and still nothing.
