How do I fix the Windows 10 cumulative update KB5049981 has caused with not prompting to select card certificates.

Following the successful installation of Cumulative Updates KB5049981, KB5050188, KB5050411 and KB5048239 my laptop no longer prompts to select smart card certificates for access website that require them. This laptop was working with these websites flawlessly up until 15 January when the above updates installed. The chief symptom being that the prompt window for selecting the certificate does not pop-up when required. This leads to websites timing out after not seeing a proper certificate selected and give the "Certificate Validation Error" message. (See attached figure)Troubleshooting steps
