How do I fix my snipping tool?

[Windows 11]

Using Windows 11 pro. The snipping tool is not capturing the entire selected area I outline.And before anyone comes up with the screen scaling settings "fix" - I have updated my scaling settings - multiple times! - and it still DOES NOT WORK. I need a actual fix - not a work around. Honestly, at this point I put this issue with the broken snipping tool in the same league as Windows 8. I still have a bad taste in my mouth from that experience. I need a actual fix - not the standard "settings" response I have seen on every thread I have so far read.
