How do I fix cmd.exe and powershell.exe throwing error 0x0000142 in Windows 10? (Dont want to reset and Media creation always fails!)

Hi I am trying to fix windows. My system detected a virus using malwarebytes and in the process windows defender, avira, cmd, powershell and node.exe where affected. I was checking the executable files of each program and they do exist in my system (opening them directly throws this same 0x0000142 error). Opening as administrator doesnt do anything. Things affected:- windows defender, avira, cmd, powershell and node.exe (many other windows software gives the same error)- cant install windows updates (some updates install and others dont)- refresh of windows 10 with media creation doesnt work (
