How do I fix a messed up windows 10 installation?

I have been trying to completely clean my ssd and hdd and reinstall windows without any of my info on them for sale. I formatted every part of the drive through windows installer on a USB stick, it continuously said that it was formatted as NTFS and kept telling me to format as fat32, which I couldn't figure out how to do since neither of my drives have an OS anymore. I cant get windows 11 or 10 installed. at the moment I keep getting the code "0x800703EE". Im installing regular windows 10, and just windows custom install. I deleted all drives so I now have only Drives 0&1 of Unallocated s
