How do I finish installing windows without the setup loop on windows 11

How do I properly install windows without the setup loop. I’ve used this usb drive once before, but even tho deactivate it from old pc I can’t get pass the setup on the new pc. It’s a windows 11 home that I’m trying to install on new motherboard and cpu. It’s a windows does install and count down. I’ve tried unplugging it before it restarts but still end up having to repeat the process all over agian
