How do I delete files that have been already blocked, potentially unwanted or that that can't be removed.

Hello, my windows defender shows me some files that have been already blocked, potentially unwanted or that it can't be removed. When I want to delete the potentionally unwanted file, it just pops back like nothing happenned. I even tried to delete them trough C<ProgramData<Microsoft<WindowsDefender but it doesn't work for me because when I click on Scans, it says that I don't have the permission to open it.
