How do I delete a file that takes up no space, but won't let me delete it?

[Windows 10]

I have a file on my desktop, which was a zip file before I deleted it. After I deleted the file, it turned into a ".file" file. It turned into a white sheet of paper with no lines and fold on it, it doesn't have any data, and doesn't allow windows to read it, write to it, or remove it.
