How do I change where content is saved to my drive(and get it to work)?

Prior to my laptop’s reset, everything was fine. I was able to save my files (from Gmail, zips, rars, etc) to my removable USB drive with no issues. After the reset, I can no longer change the location of my downloads to my usb drive. Every time I press “apply” in settings, I get the error code 0x80070013. I tried changing it through Microsoft Edge’s settings, did not work. I also tried changing the location through file explorer, but that didn’t work either. I also attempted to update my laptop, but it again did not work because I do not have enough storage to do so and when I did it still d
