How do I change the timezone showing incorrectly? (9-10 minute difference)

I need my Eastern U.S. time to show what it actually is, but it shows 9-10 minutes earlier, this is making my emails in the Outlook appear that they have been sent 10 minutes after the time actually happened.How do I fix that?It's already Eastern in the Timezone settings
