How do I change the time and date settings?

My PC and my friend's PCs are showing us the wrong time. I am currently in Atlantic Standard Time (AST) right now but it is showing my Eastern Standard Time (EST). I even tried to change the time in the settings but it doesn't give me access even though I am the admin of my PC.
