How do I change my password or PIN when it says it's not available?

I want to do something really, really simple: change my pin. For some reason, it's just not an option for me to do so anymore?The thing is, I'm using a Microsoft account. I read a similar question but it looks like it's caused by local accounts? I've been using a microsoft account. It's not a school account or anything. Do I really need to use Windows Hello or something to do such a simple task? What am I doing wrong?
