How do I change monitor display settings?

[Windows 10]

I have an external monitor connected to my laptop. Right now I have it set so when the laptop is closed it displays on the external monitor only which is how I want it. But when I want to use my camera for a video chat, I need to open the laptop. When I do that the external monitor turns off. I want to be able to have both monitors on when the laptop is open. How do I change the settings to do that?
